A lot of folks have been looking for the list of conditional passers in the recent May 2016 CPA Board Exams. Unfortunately, no such list has been released by the PRC. I know that they did release a list of conditional passers in the last October 2015 CPA Board Exams, but there wasn't any for the May 2016 version. As for the reason, you'll need to check with PRC.
